Encode a signed integer using an Excess-K bias, or decode an encoded value by subtracting the bias. This is an arithmetic offset converter; it does not generate a fixed-width binary code.

About These Encoding Tools
Encoding systems represent information in different formats. Morse code uses dots and dashes to represent characters, Unicode assigns code points to text characters, and IPv4 addresses identify devices on IPv4 networks. RGB represents a color with red, green, and blue components, while hexadecimal color codes express the same channel values in base 16.
Excess-K encoding applies a bias to an integer. To encode a value, add the bias; to decode it, subtract the bias. This simple arithmetic tool is not a substitute for a specified fixed-width Excess-K representation when a particular bit length or range is required.
